Former President Joe Biden signed most of the official documents in his presidency using autopens, claimed a recent study conducted by an arm of the conservative Heritage Foundation while questioning who was actually in charge of the presidency.

Attorney General Andrew Bailey of Missouri has recently urged the Department of Justice (DOJ) to investigate thoroughly whether the former president—who has long battled rumors of cognitive disability— “allowed unelected staff to push through radical policy without his knowing approval,” the Daily Mail reported.

Following the Attorney General’s strongly worded letter to the DOJ, the Heritage Foundation’s arm, the Oversight Project, accumulated several documents bearing similar signatures of Biden, along with his declaration letter of stepping down from the presidential race, which bore a different signature.

Soon, the study went viral, with several users asking whether the former president was in full control of running the nation or someone else was reaping advantage of the 82-year-old’s allegedly declining cognitive ability.

However, they also added the signature from the letter where Biden announced he was dropping out of the presidential race last July, which appeared slightly different from the other ones.

The post continued, “All used the same autopen signature except for the announcement that the former president was dropping out of the race last year.” Among the documents showcased by Oversight Project, one was from August 2022 and the other from December 2024. These documents bore the same signature, according to the outlet.

The post also highlighted his signature from his July letter when he announced he would be dropping out of the presidential race. The signature bore a slight difference from the other documents.

The Oversight Project post further claimed, “For investigators to determine whether then-President Biden actually ordered the signature of relevant legal documents, or if he even had the mental capacity to, they must first determine who controlled the autopen and what checks there were in place.”

For investigators to determine whether then-President Biden actually ordered the signature of relevant legal documents, or if he even had the mental capacity to, they must first determine who controlled the autopen and what checks there were in place.

As reported by Daily Mail, the use of autopen facilitates the use of a mechanical device to sign documents rather than an individual. The outlet further reported that it is not a new technology as it has been used by presidents and lawmakers for decades.

The Oversight Project’s study came at the heels of Attorney General Bailey’s letter to the DOJ.

He wrote last week that he wanted the DOJ to investigate whether Biden’s “cognitive decline allowed unelected staff” to make decisions about national matters without informing the elected head of state.

On March 4, the Republican ally and GOP state attorney general sent a letter to the DOJ to investigate Biden’s final days in the Oval Office.

Bailey wrote in his letter that it “appears staffers and officers in the Biden administration may have exploited Biden’s incapacity so they could issue orders without an accountable President of sound mind approving them.”

The Trump supporter argued that had Biden been really exploited, his orders would have been “null and void.”

Taking to X, he shared snaps of his letter to the DOJ and captioned it, “I am demanding the DOJ investigated whether President Biden’s cognitive decline allowed unelected staff to push through radical policy without his knowing approval.”

“If true, these executive orders, pardons, and all other actions are unconstitutional and legally void,” continued Bailey.

The Oversight Project also included a clip of Republican leader Mike Johnson from an interview where he claimed that the former president did not appear to know what orders he had been signing during his conversation with the House Speaker.

Recalling their conversation about the former president signing an executive order on energy exports, Johnson shared that Biden “genuinely did not know what he had signed.”
